Comments:

Story is fully playable from beginning to end.
All progression unlocks can be obtained while offline.
All in-game currency cannot be spent offline.
There is a micotransaction shop that is only accessible while online which does sell vehicle and brick sets, as well as various other cosmetic items.
The vehicle creator works fine offline. A bug did occur in the creator were the menus would stay on screen and make the following menus unresponsive,
Was still able to save the creation and back out of creator to fix this issue. A similar issue can occur in the open world, but only happened once during our playthrough.
Once when fast traveling between maps while characters were having a conversation all controls and menus for game were disabled. Had to close and restart game to fix this issue.
